Resolution: Won't Fix
The community consensus was that the Spark job server should live in a separate repository from the Apache Spark code. It now lives in the repository that [~velvia] links above, and has continued to be quite active over the past 6 months.
Closing this Apache Spark issue as Won't Fix -- the job server is a welcome addition to the growing Spark ecosystem but its issues don't belong in this issue tracker.
