yes. this issue existed in 4.0.0. has been fixed in BOOKKEEPER-153.

yes, i am using BK 4.0.0 version. i will update the affected version.

@Surendra, are you expecting this to be fixed in 4.0.0?
Since this is already fixed in 4.1, It may be ok to close this JIRA as issue looks to be not a major or critical bug to backport BK-153 for me. If you feel this needs to be back ported, then I can take a look.

I am not sure I understand your issue correctly. But in LedgerCreate procedure, bookkeeper would first try to pickup bookies to form an semble before creating a ledger znode in zookeeper. So if there is not enough bookie existed in the cluster, no znode would be created in zookeeper.
