Does this actually matter? Python is an incidental detail of running the integration tests

> Currently python-3.6 image is pinned in integration/hdfs/Dockerfile and integration/pandas-master/Dockerfile. It's possible to pass build time argument similarly like the arrow:python-${PYTHON_VERSION} image works.
