Attaching a patch to ScopedServletUtils to unwrap the MultipartRequestWrapper.

Also modified the page flow class, MultipartRequestUtils, so that it no longer
has to explicitly unwrap the MultipartRequestWrapper before getting the outer
request from ScopedServletUtils. 

Note that the scoping package now has a dependency on struts for the import
of the MultipartRequestWrapper class.
