apache-nspr update

I updated the NSPR code in apache-2.0 to the latest CVS snapshot from
mozilla.org today.  That was pretty painless. 

I merged all the recent (last 2 or 3 months) development on apache-1.3
into apache-nspr... this was extremely painful. 

It compiles.  I won't be testing it at all today, I've got too much other
crud to do.
