Every time I run CI, I forget to modify the verify.sh script which, in turn, results in a number of the "slots" being dedicated to reducers while we still have a ton of data to read in mappers.

Given the amount of data that we need to read in ContinuousVerify, it's a safe bet that a value like 0.95 is good to hardcode.

The property is mapreduce.job.reduce.slowstart.completedmaps
