Steps to reproduce:
1) Add topology A to topologies directory
2) Remove topology A from topologies directory and immediately upload topology B. 
3) Topology A was undeployed successfully but B was not deployed.

Initial research was done. 
org.apache.hadoop.gateway.topology.file.FileTopologyProvider.fileCreated was not called on adding topology B
