how to keep xml rpc port 12345 keepalive

Hello friends,
I am  using Turbine 2.3 ,and  implementing xml rpc in
my application brihaspati e learning system .
My problem is that port at which I am sending request
12345 is not accepting connections as it throws
exception "xml rpc caled failed :connection refused
".............................

Is there any method to make server listen continiously
on port 12345.
