I was not able to reproduce in some runs with the original commands.
I was able to get the exception quite reliably when repeatedly calling:
feature:install activemq-broker activemq-blueprint
So it might be an ordering issue

I was not able to reproduce in some runes with the original commands. I now added the activemq-broker feature and was able to reproduce again.
It does not seem to happen every time.
