outstanding tasks for the 2.4.0 release

Hi!

We have still a few tasks to resolve for the 2.4.0 release:

1.) push the binaries to the dist folder
2.) publish the documentation and apidocs
3.) upgrade the web page
4.) send the announcement mail

I also like to document this while doing it.

Gonna create a txt file in openjpa-project/RELEASE_STEPS.txt where I collect the info
