The javadoc for org.apache.xerces.xni.XMLDTDHandler.attributeDecl says
that the defaultValue parameter is null if no default value is
specified, but
org.apache.xerces.impl.XMLDTDScannerImpl.scanAttlistDecl always passes
a non-null value for the defaultValue parameter.
