> When resource manager makes decision of the cluster memory to core ratio, resource manager estimates 1GB per core is the minimum value, and the ratio increases by 1GB per core to find a ratio that has minimum resource waste among the segments. 
> The measurement of the resource waste is the cut memory and core capacity in all segments. Resource manager always chooses the ratio that have least memory resource wasted, and then least core resource wasted.
