[issues] Updated: (FOR-163) Tigris skin not showing CSS images in static build

This patch simply changes the path of the images reference by the css. Both jetty and the webapp can find the images due to the sitemap checking various locations for the images.
                                                                                
This brings the tigris css in line with the other skin's css.

Description:
Images that should be shown with the Tigris css are not being displayed when building a static website. This includes such things as the images for Note, Warning, etc.

It does work under Jetty (forrest run) and as a webapp (forrest war).

It's simply because of the path defined in the css.  Both Jetty and the webapp can find the images since the sitemap does remapping.

However, the static build does not have that luxury.
