making startup problems warnings instead of fatal

This is an example of a condition which some people (including myself)
think should be made a launch-time warning instead of a fatal error.
Other examples are missing docroots, can't open logfiles, etc.

I've got quite a simple suggestion (I think); we are running about 400
virtual servers with Apache, and everything's happy. Not all of the domain
names have the DNS with us, and when one of them is down, Apache doesn't
start. It just sits there and moans about the domain name it can't resolve.
Fair enough, but wouldn't it be nice if it just complained loudly and
carried on starting all the virtual servers that it could?  I can't see the
failure to start one virtual server as a particularly life-threatening
condition.... ;)
I don't have a problem with patching the source - C doesn't frighten me -
but I don't have time to wade through the cryptic code to work out what's
going on :) So perhaps if one of you lot want to work with me on this, or
just do it yourself, whatever....  I think it would be quite a useful patch.

Feel free to tell me there's already a switch to do this :))
