    Description: DeleteBlock needs to add/update/delete DELETED_BLOCKS_TABLE in SCMMetadataDB. So SCM does these operations via ratis.  (was: DeleteBlock needs to update DELETED_BLOCKS_TABLE in SCMMetadataDB.

During the time when the leader is changing (old leader is stopped), BlockDeletingService should pause and throw exceptions until the new leader SCM is fully working.

 

Only leader can delete blocks and replicate to followers.)
