Apache 2.0.39 doesn't start with mod_webapp

I am using apache 2.0.39.  I added the webapp module. Initially I got 
an error when I ran apachectl configtest:

"Invalid port number (p<1) No "Port" statement found"

I changed the ServerName from localhost to localhost:80 and apachectl 
configtest returns Syntax OK.

  But apache doesn't start.  No errors, no apache...

Does anyone know what is happening and how I can fix this?
