[PR] [Feature] Code style and CI process updates [dubbo-python]

## What is the purpose of the change
ISSUE: https://github.com/apache/dubbo/issues/14630
1. Replace `flake8` with `ruff`, a more powerful tool for code style checks.
2. Replace the built-in `unittest` with `pytest`, a more powerful testing framework.
3. Use the official `Apache RAT` tool instead of third-party Apache license checkers.
4. Refactor the code to comply with the new code standards and fix some bugs.
