With the typical exchange of flows as through the config change notifiers, it can be unreasonable to expect that all properties would also be made available to allow for securing things like site to site which are defined/handled in nifi.properties in NiFi.  We should allow the provisioning of a context through bootstrap.conf to allow the config.yml to focus more on the processing aspects.
