It would be good to split release notes into separate sections of fixes and
features. I recall that we generate the release notes from a git log
command. We might want to make that script a little smarter - e.g. separate
commits into the features and fixes buckets.

We are committing a lot of fixes (performance and functionality) to Airflow
with each release, so it is a good idea to transition to new release within
a couple of weeks of our cutting new release.
