I think a better name is needed here. It's already clear that it's 2.0 
since it's under modperl-docs/src/docs/2.0/os/win32

do you plan to split the doc into install, configure, etc? If so it's 
probably better to use these names.

once you finish, we need to adjust the existing references to win32 
docs. so let us know when it's done. thanks!

so what? just put the binaries info first in the chapter. notice that 
I've suggested to call the chapter "install", so even if you install 
binaries you still *install* them :)

having less chapters dealing with the same thing will make it easier to 
cross-reference. e.g. linking from the main install.pod to 
os/win32/install.pod. it also keeps the mapping 1:1.

On win32, binaries are the predominant way of installing, so I think it's 
more suited to have them separate.
