Description:
IOUtil uses FileChannel to copy FileInputStreams around.  It falls back to an existing byte-copy 
algorithm.  JDK 1.3.1 does not have java.nio.FileChannel, so it's use can be removed and the existing 
byte-copy code can be used in all cases.
