Updated Xerces-J Website

As many of you have probably noticed, the Xerces-J Website has
not changed since the 1.0.0 release even though we've had 
several releases since then. I have now updated the website for
Xerces-J to match the documentation that ships with the binary
package for Xerces-J 1.0.3.

Please let me know if there are any problems (e.g. broken
links, etc).
