Hello infrastructure team,
I am Kaiping Zheng from Apache SINGA's team and my Apache ID is "kaiping". I am requesting to change the website management of Apache SINGA (incubating) from Apache CMS to svnpubsub

- Apache SINGA's website is in: https://singa.incubator.apache.org/
- Our svn folder is: http://svn.apache.org/repos/asf/incubator/singa/
- We want to commit .html files directly to the svn folder via svnpubsub; and our preferred path for commits is: http://svn.apache.org/repos/asf/incubator/singa/site/trunk/
