make mod_jk watch for mod_jk.conf changes

Summary: make mod_jk watch for mod_jk.conf changes
           Product: Tomcat 4
           Version: 4.1.24
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Connector:JK/AJP (deprecated)
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: emerson@tre-sc.gov.br

When i deploy a new app to tomcat, it would change the mod_jk.conf on the fly
(an enhencment i ask already) and apache could watch for changes in this files,
reinitializing the connector when some change is detected.

Otherwise i need to restart apache on every app deploy.
