Fix for startup problems with ACLSecurityImpl

Hi,

I checked-in a fix for the startup problems with ACLSecurityImpl (see
threads "Boostrapping problem" and "getting NullPointerException with
Domain.init()"). I tested with the MySQLDescriptorsStore and worked fine.

If you did follow my workaround by disabling ACLSecurityImpl, please revert
it and retry with the default configuration.
