Apache/Red hat set up

Folks,

If I follow the following, will it solve apache permission issue: I can
access repository via svn:// but not http:// {You don't have permission to
access /svn/csmrepos on this server}?

1. give psudo access to my user account
2. create svn repository in my user account
3. launch apache as my user account
