   You are mentioning import/export, however the tests and the implementation I see here is about DLQ move... is that what you call import/export? 
   
   I wouldn't call this import.. I would call this retry...
   
   
   Although, I'm not sure about what would be the semantic of a move now... if you moved from a Anycast queue into a MultiCast queue.. it should probably using the queue's routing type... and you're changing that.. it's a big semantic change... 
   
   I would like to preserve the possibility of copying or moving data from one any cast queue into another multicast address. Users can do that kind of thing...
