Some of packaging makes some assumptions that bash and some other low level tools are always available on all our build platforms, when in fact we do not explicitly test for them or declare them inside control or spec files. This ticket is to review this and propose changes if needed.

I think bash is not that big of a deal at all. We end up having an explicit dependency on it anyway and besides, it is difficult to find a UNIX system these days where it is not installed. In fact, finding a real sh is a challenge (Solaris is the only OS that still has a *real* sh).
