the RequestUtils.computeURL function always uses the encoded ampersand 
character.  This is fine for most links, but fails when the URL is a redirect 
URL.  In that case, the URL is incorrect and the new target sees incorrect 
parameter names (they are preceded by amp;)

I have a small webapp that demonstrates the errant behavior if you need it.  
Recommended solution is to not use the encoded version of the ampersand if the 
URL is for redirect.
