Shuffle is currently tied to Configuration - and needs to set some parameter in this - which is why I included configuration.
I could add another ctor (likely the default), which expects a byte array user payload. Thoughts ?
Using the ctor - primarily for MR - so that it can set useNewApi into a final field.
