mod_dtcl for NT

Craig Huckabee was kind enough to provide a mod_dtcl.zip distribution
for the win32 environment, which I have put on-line at:

http://tcl.apache.org/mod_dtcl/mod_dtcl.zip

Please have a look at it and let us know how it works.

(Note that this is not available off the web page - I'm announcing it
here first, and it will be linked from the pages later on).
