RE: creating a common navigational component used by all pages in the app

Newbie here....
There is a "Border" component that is in the workbench example application
that is used by all pages the application.
Look in the examples directory for workbench  (use CVS)

Any body have an example or know of a tutorial that shows how to create a
Border that is used by all pages of the app? 

Example of this would be www.ibm.com, where at the top the IBM logo is shown
on all pages and they have set of links that appear on the left side for all
pages on the site.
