patches to implement the first two suggestions would help improve the amount of
time till they are added to cvs.

dbcp should be moving to db.apache.org whenever that finally gets launched. 
Probably within about a month.  The actual code changes during that move are
minimal but the addition of Jdbc2PoolDataSource is enough for a 1.1 afai am
concerned, so a release coinciding or right after the move would be warranted.
