Per discussion in HDFS-6293, we need an alternative way of analyzing file system offline.  Some use cases can be covered by post-processing the new PB-based fsimage without consuming much resources, but others may need a way to efficiently generating fully constructed name space.

Once we have a better solution, we should deprecate NN's ability to save its partial state in the old fsimage format.
