Currently, it seems that when the broker receives a AMQP 1.0 Flow performative with {{echo=True}} we are not always sending back a Flow performantive in a timely fashion.
The spec says (2.7.4)
bq. If set to true then the receiver SHOULD send its state at the earliest convenient opportunity.

This was braught out by the Protocol test {{org.apache.qpid.tests.protocol.v1_0.transport.link.FlowTest#echoFlow}}.
