[PR] Document IntelliSense functionallity for CloseElementSlashProvider in closeElementSlashProvider.ts and closeUtils.ts. [daffodil-vscode]

   This documents closeElementSlash.ts for IntelliSense functionality

   Do note that the intellisense-development.md file is based on the file contained in https://github.com/apache/daffodil-vscode/pull/1502. The only new item added in this PR is the

   section and its associated table of contents bookmark
