[Discuss] Latest Docker image files moved to tools folder

Hi Devs,

I moved latest docker image files from personal git repository to tools
folder:
https://github.com/apache/stratos/tree/master/tools/docker-images

Here we have two sub folders:
*1. cartridge-docker-images*
This folder contains docker image files for creating cartridges.

*2. stratos-docker-images*
This folder contains docker image files for installing stratos. This was
initiated by Chris Snow. May be its not up to date with the latest changes.
