`ReaderBuilder::build` and `ReaderBuilder::build_buffered` currently require `Seek` in order to infer the schema. This causes issues such as #3721, and a peculiar signature for `ReaderBuilder::build_decoder` which will panic if a schema hasn't been provided.
It is also inconsistent with `Reader::new` which only requires `Read` but requires the schema provided up-front.
