Tomcat does not pick the modified servlet

Hi,
I am using tomcat4.0.4 and i have a problem when i
modify the servlet and put it in tomcat.
The problem is tomcat does not pick up the new servlet
code, so i have to go to the manager and restart the
application.
Is there a way tomcat will pick automatically new
servlet code with out restarting.
I have added the servlets in web.xml file
