When generating a PGP-encrypted password reset mail, selfserve should set the "Comment:" PGP header to some text explaining what to do with the mail body --- namely, to copy-paste it into stdin of 'gpg -d' (or local equivalent).

In gpg, a "Comment:" header can be generated by passing "--comment=foobar" in argv.
