To implement https://issues.apache.org/jira/browse/KAFKA-16524, `QuorumState` needs to be removed from `KafkaRaftMetrics` constructor to avoid a circularity. That PR's approach is to move `QuorumState` to a `KafkaRaftMetrics#initialize` method for now.
