I can edit the repo to point to https://github.com/apache/vxquery, but the only thing that won't change without deleting and having GitHub pick it back up again is the  mirrored from "git://git.apache.org/incubator-vxquery.git"

Just to confirm, you would like the github repo to be deleted and have github pick it back up again?
