Working with a contributor on Accumulo, I noticed that the "_Default Permission Scheme_" doesn't permit assignee's in the "Contributors" role to transition issues to "In Progress" (and this is an assignee-specific action).

There are a few JIRA permissions which "committers" have, but "contributors" don't. One of them may affect this.

I believe this is probably an oversight, after discussing with [~cml] in HipChat#asfinfra, but wasn't sure if it made sense to update/fix the default permission scheme, or request a separate one for Accumulo. Personally, I think it would make sense to grant this permission to contributors in the default scheme, because this is a contributor-type action in JIRA.
