To recap some of the discussion in the weekly call today between [~rohithsharma] [~haibochen] and me:

- For Application level data, Application ACLS are to be used for read authorization 
- For System entities like container events, Application ACLs to be used for read authorization
- For User entities, timeline domain information to be used for read authorization
