Please reopen.  I made a mistake while editing the text and it refers to installing the JRE instead of the JDK.  I do have the JDK installed, not just the JRE.  The issue is not that JSVC won't compile, it is that it compiles and then can't find any available JVMs.  You can see this in the -jvm option when JSVC is run with -help, as in the output.
