I also use Debian and encountered the same problem. The date format changed with a recent update of the cvs-package. Here's what the maintainer of the Debian package (Steve McIntyre) told me:

This is a patch that has worked for us. It's backwards compatible and should work on both versions. It also adds tests for the new datestyles.
Please note I am not a Maven developer, but I will send this patch there, just in case they want it there :)
