The server is running ~39 seconds off and this messes up our timesync.

This appears to be a repeat of https://issues.apache.org/jira/browse/INFRA-4054

I believe it's on server odyne and if memory serves, the time has to be set there to ripple to the zones on the box.  And my guess is that either ntpd is not working or perhaps the box syncs to www.apache.org and ntp has been blocked so switching to other servers like tick.usno.navy.mil and tock.usno.navy.mil will resolve the issue.
