Some tests(like Mover/Balancer) move block among storages.
The tests use FsDatasetImpl because SimulatedFSDataset doesn't support multiple storages.
The tests can be faster if they utilize SimulatedFSDataset, only if SimulatedFSDataset support multiple storages.
