There should be a way for users to be able to change configs during the middle of a stack upgrade.  For example, if an upgrade requires a config change to work properly, it's currently impossible (outside of using the #experimental page) to change the configuration during a rolling upgrade.

This should likely prompt a user with a disclaimer/warning.
