   To reproduce the issue basically add a bat script to shutdown.bat and startup.bat in tomcat
   the script should do something like:
   cmd /c ping 192.4.4.4 -n 1 -w 100000
   The shutdown script will be killed by the first version of the patch (my previous PR from some moths ago) but the startup will stay with a prunsrv.exe for ever. The way out was to reboot the box...
